New Save – Self-sufficient 2021 with a subsidy of up to 75%

The total budget of the program is 1 billion euros, of which 632 million come from the Recovery Fund. According to the pre-publication of the guide, for Economio – Autonomo 2021, the main points of the program are:

Submission of applications will be done online for a period of one (1) month from the specified start date and will be simultaneous throughout the territory.

Applications will be submitted using the Comparative Evaluation method, they will be evaluated by scoring energy, economic and social criteria

Eligible residences can be individual apartments, single-family homes as well as apartment buildings.

It exists legally and has not been deemed to be demolished. If there are outstanding settlement issues, the property must have been subject to the relevant law before the application, unless it is about deviations of up to 7 square meters which can be settled until the completion of the project.

It is used as a main residence and is owned (in this case the subsidy is determined by the income of the owner who owns it) or is rented or is granted free of charge (in the last two cases the subsidy is independent of income and equal to 40%).

It has been classified based on the A' Energy Performance Certificate (A' P.E.A.) in a category lower than or equal to C and after the interventions it rises at least 3 categories.

To have issued an Electronic Building / Divided Ownership ID until the completion of the project

The apartment building must have a valid apartment building tax registration number (TIN).

For a Single Apartment or Detached House application, the main use is exclusively for the applicant (ownership).

It is pointed out that in no case are the properties of the building that are not used for residence (e.g. shop on the ground floor of the building) eligible.

Beneficiaries can be natural persons with a right in rem (full ownership, usufruct, small ownership)

A. Ownership: the application is made by the person who uses it as their main residence

B. Free grant/rent: the application is made by the beneficiary or the full owner and the subsidy amounts to 40% regardless of income category.

C. In case of recent acquisition of the property, then its use will be proven by a responsible declaration of the owner and therefore the subsidy will be structured accordingly.

The subsidy reaches up to 75% of the eligible budget, depending on the income:

For individual income up to 5,000 euros and family income up to 10,000 euros, rate 75 %.

From 5,000-10,000 euros individual and 10,000-20,000 family, rate 70 %.

From 10,000-20,000 euros individual and 20,000-30,000 euros family, rate 55 %

From 20,000-30,000 euros individual and 30,000-40,000 euros family, rate 45 %.

From 30,000-50,000 euros individual and 40,000-60,000 euros family, rate 40 %.

If it is an apartment building and it is included in its entirety, then the subsidy for each apartment is increased by 10%.

The maximum budget is up to €28,000 per property, as long as it does not exceed:

The 200 € / sqm (according to E9)

The 0.9€ / sqm / kWh of annual energy saved.

The maximum eligible cost for engineer and consultant services is €2,000

The subsidy is paid to the owner and he pays for the technical workshops.

The interventions should be completed within 12 months from the issuance of the affiliation decision.
