New type Refundable Down Payment, which replaces and integrates the Special Compensation of 300-534 euros and the vouchers they had received in April, will be given to hundreds of thousands small and medium enterprises, but also freelancers who were excluded from the previous cycles of the program.
Old and new beneficiaries, it is estimated that 900 million euros will be shared in November and another 750 billion in December. For the first time individual businesses that do not even have a cash register are also included.
But the big and essential difference is that the new "Repayable 4 and 5" will be "half - half" loans and grant. That is, 500+500 euros in November if sole proprietorships are affected or 1000+1,000 euros for sole proprietorships and professionals who are closed by government order due to Corona. And so much more they may receive in December with Returnable 5.
So the Refundable Advance is expanded in amounts, beneficiaries and geographical areas of the country. The terms will be determined by decision

- El. professionals and sole proprietorships are now included in the program, regardless of whether they have employees and a cash register or not.
- The condition is that they had a 20% turnover drop and a turnover of at least 300 euros, based on the data they declare to the tax office.
- ATTENTION: But especially for businesses and professionals, which will be given in November, with Refundable 4 they will receive an allowance and a loan regardless of whether they had a drop in turnover in the months of September or October. As everything shows, the measure will thus concern all freelancers (and scientists, lawyers, doctors, insurers, accountants, etc.) at least in "red" areas of the B Zone of Increased Risk.
- Thus, for the first time, new businesses, which opened from March onwards, are also eligible for the right. But until now they were excluded because they did not have to present comparative data with last year. They will participate in Return 4 and Return 5, as long as they have a minimum turnover of 300 euros.
- In Epistreptea 4 in November, natural persons (individual businesses and freelancers without employees and a cashier) will all receive a fixed amount, from 1,000 euros each. Of the 1,000 euros, 500 is considered an allowance and is not refundable. The other half will be a Refundable Advance which will be returned after years to the State.
- All other companies, as in the previous cycles, will receive what they are entitled to based on the mathematical formula, where the drop in their turnover, the employees they employ, any other support they already received etc. are taken into account. The minimum grant amount is defined as 1,000 euros or more (not a fixed amount of 1,000 euros, that is) as an allowance and half-term loan
- In Epistreptea 4, especially for those individual businesses whose operation is suspended "by law", they will receive 2,000 euros instead of 1,000 euros. And in this case, the 1,000 euros will be an allowance, while the other 1,000 will be a preferential loan that will be repaid after years.
- For the rest of the businesses (with employees, etc.) that are closed by government order, the applications to MyBusinessSupport will be made based on the mathematical formula and a minimum grant amount (50% allowance and 50% loan) of 2,000 euros or more. In other words, they will not receive a fixed amount, but depending on the criteria, from 2,000 euros or more each.
- In Return 5 which is expected to "run" in December or early November with the same beneficiaries. The only thing that changes is that for individual businesses the amount of financial support will no longer be fixed, but the amounts will be scaled up to 1,000 or 2,000 euros, depending on whether they are affected or closed "by law" respectively.
Thus, Returnable 4 for November is expanded and instead of 600 million per month, it is estimated that it will reach 900 million euros because freelancers are also included. Refundable 5 is also estimated to exceed 600 million euros and reach 750 million euros.
