New program to support new entrepreneurship among unemployed 18–29 year olds

The aim of the action is to promote self-employment and the creation of new small and medium-sized enterprises by 2,114 unemployed people, giving a substantial outlet to young people who are out of employment, education and training. Particular emphasis is given to unemployed women, as well as to business activities that are part of the digital and green economy sectors.

Budget-Implementation Duration:

The amount of support for new businesses/beneficiaries of the action amounts to seventeen thousand five hundred euros (€17,500) and is paid in three installments as follows:

– 1st installment of 4,700 euros: after the start of activity (Milestone A).

– 2nd installment of 6,400 euros: after the end of the first half of the year from the start of the business, following verification of operation for a period of 6 months (Milestone B).

– 3rd installment of 6,400 euros: after the end of the second half of the year from the start of the business, following verification of operation for a period of 6 months (Milestone C).

The duration of the grant is set at twelve (12) months. The 12-month period is valid from the date of commencement of the business activity. Beneficiaries of the action are unemployed people registered in the digital register of the Hellenic Employment Agency, aged 18–29, who are not in Employment, Education and Training (EAEK – young people who are not working, not studying and not participating in training) and who submit an application for funding with a business plan.

The basic conditions for participation of beneficiaries are:

  1. Be unemployed, registered in the digital register of the Ministry of Labor, aged 18 to 29 (have reached the age of 18 and are turning 30) on the date of finalization of the funding application
  2. Have completed the personalized approach process and agreed to a Digital Individual Action Plan.
  3. Be out of employment, education and training on the date of finalization of the funding application.
  4. They must be Greek citizens or citizens of another EU state or expatriates who have the right to reside and work in our country or citizens of third countries who have a valid residence permit or an application for renewal of the permit on the date of submission of the funding application, on the date of evaluation of the application and for the duration of the action.
  5. Male candidates must have fulfilled or been legally exempted from their military obligations.
  6. To commence activity after the date of submission of the funding application and no later than one hundred and twenty-five (125) days from being informed of the selection of the funding application.
  7. To establish their businesses and operate legally within the Greek territory (headquarters and any branches). The categories of businesses included in the action are sole proprietorships, OE, EE, EPE, MEPE, Urban Cooperatives, IKE, MIKE. The categories will be defined in detail in the Announcement and the Invitation of the action.
  8. In the event of the creation of a legal entity, they must manage the corporate affairs, hold at least fifty-one percent (51%) of the corporate share and be the legal representatives of the business, except for cooperatives to which the provisions of Law 4430/2016 (Gazette A' 205) apply throughout the duration of the action.
  9. Have activity codes (KAD) eligible for the Action.
  10. To maintain the original scope of activity, as described by the Activity Code Numbers (ACNs), which were eligible for their inclusion, throughout the duration of the program. In case of addition of ACNs during the program implementation period, they should not fall under the exceptions
  11. The business activity that the potential beneficiaries will develop (headquarters and any branches) must be organized in an independent professional space. The operation of the business in a space (within the beneficiary's home) is permitted, exceptionally, only in the cases of: a) Parent of a child up to six (6) years of age (on the date of commencement of activity), and b) a person who takes care of a spouse or first-degree relative with an eighty percent disability (80%) and above at home.

The program is co-financed by the Greek State and the European Social Fund (ESF+), within the framework of the "Human Resources and Social Cohesion NSRF 2021–2027" Program.

The program has a total budget of €37,000,000.00 and is co-financed by the Greek State and the European Union.
